İbrahim TERZİOĞLU was born in a village named Catak located in the Ovacık district of Ilıca, Erzurum, on the 15th of November, 1964.

Upon moving to Ankara with his family, he completed his primary, middle, and high school education there. TERZİOĞLU, who started his university education at Karadeniz Technical University, completed his studies at Gazi University, Faculty of Economics and Administrative Sciences.

After his military service, he worked in the family company, which focused on construction and restoration, for a while 

TERZİOĞLU started working at the Keçiören Municipality in 1994 as the “Deputy Mayor” responsible for art, culture, and the Turkic world. He successfully held the position for 15 years and TERZİOĞLU made significant contributions to the Keçiören district to gain a “modern” and “historical” identity. TERZİOĞLU, whose duty in the Keçiören Municipality came to an end in 2009, was appointed to the Elmadağ Municipality as an “expert” in the same year. TERZİOĞLU successfully held the position until 2018, when he retired.

During his years at Keçiören Municipality and the Union of Engineers and Architects of the Turkic World, TERZİOĞLU carried out important projects for the Turkic Republics’ unity and solidarity and the Turkic Republics World.

He is known as a researcher, writer, and poet, in addition to his roles as a “city planner” and “manager”.

It is possible to evaluate the works of TERZİOĞLU in three groups, namely “poetry books”, “research and analysis works”, and “works he edited”.

Hüma Yağmurları is TERZİOĞLU’s 7th poetry book, published in April 2021, in which are a total of 98 poems.
